Among the various CIA documents Hanssen planted at the dead drop in Nottoway Park in 1988 was a remarkable 530-page packet of materials that included a classified CIA description of America’s nuclear program and a CIA Counterintelligence Staff Study titled, “The Soviet Counterintelligence Offensive: KGB Recruitment Operations against CIA,” which bore the CAVEATS NOFORN, NOCONTRACT, and ORCON. The warnings indicated that it was not releasable to foreigners or government contractors under any conditions. There also was an FBI review of Soviet recruitments and defectors labeled TOP SECRET that contained the following warning:
IN VIEW OF THE EXTREME SENSITIVITY OF THIS DOCUMENT, THE UTMOST CAUTION MUST BE EXERCISED IN ITS HANDLING. THE CONTENTS INCLUDE A COMPREHENSIVE REVIEW OF SENSITIVE SOURCE ALLEGATIONS AND INVESTIGATIONS OF PENETRATIONS OF THE FBI BY THE SOVIET INTELLIGENCE SERVICES, THE DISCLOSURE OF WHICH WOULD COMPROMISE HIGHLY SENSITIVE COUNTERINTELLIGENCE OPERATIONS AND METHODS.
In return, Hanssen received $25,000 in cash and a letter asking for specific information about surveillance systems, the agent network in New York, illegal intelligence, and several FBI recruitment operations. To speed things along, the KGB also proposed the use of two new nearby dead drops, where Hanssen could leave material by 9:00 P.M. and the KGB could remove it and replace it with cash and any instructions by 10:00 P.M. Increasingly, Hanssen passed information on diskettes. After he left the seventh diskette, which contained technical information about surveillance systems as well as operational details about FBI counterespionage operations in New York, the KGB deposited another $50,000 in his special Moscow bank account. The eighth diskette, focusing on specific Russian recruitment targets of the FBI, allowed the KGB to adjust its tactics to foil American operations.
